Vietnam’s Techcombank Seeks $1 Billion, Joining Rush for Funds

Vietnam Technological and Commercial JSB, known as Techcombank, is seeking a $1 billion loan for regular business operations, according to people familiar with the matter, in what would be one of the Southeast Asian nation’s largest debt deals this year.
